With that now in the rear view mirror, I turn to the rising junior class of 2028. SoCal’s 2028 is shaping up as a very solid class despite a few recent big losses due to the out of state transfers of 6-8 Evan Willis (Crossroads to Utah Prep), 6-8 Troy Arthon (St. John Bosco to Orangeville/Canada Prep), 6-11+ Kyle Sanders (Campbell Hall to Link Prep/MO), 6-4 Cameron Anderson (Roosevelt/Eastvale to Blair Academy/NJ) and 6-8 Achilles Orji (Etiwanda/CA) to Dream City Christian/AZ).
Additionally, another prospect listed on national recruiting lists as a 2028 – 6-8 Dylan McGhee – is a reclassified junior who played at Roosevelt/Eastvale CA his first 2 HS seasons before transferring to DNA Prep/CA last season in his 3rd year of high school before moving on to Frohlich Prep (Rancho Cucamonga CA) for this upcoming season. Despite his lack of any notable HS team or personal achievements so far, Dylan’s upside and physical dimensions have caught the attention of national recruiting outlets like 247Sports (ranked #69) and On3/Rivals (ranked #78). Dylan participated last Saturday at the Ugland Hoop Summit but got hurt in the skills session which prevented him from being evaluated in the game action by scouts there. In the interests of fairness, considering that he is in reality a 4th year junior, it would not be right to rank him vis-à-vis 3rd year normal HS juniors. That is the basis for him not being listed with my SoCal 2028 group below.
With 30-plus years of experience in grassroots basketball that includes scouting HS prospects since the mid-90s, I understand that player rankings very often reflect the reality that beauty is in the eyes of the beholder. That’s why context is important and credible rankings should aim to justify why a ranker has a player where they have them in their pecking order. That’s why I provide some level of substance and evidence of where I have a player where I do – knowing at the same time that this endeavor is not only an imperfect system but also that it reflects merely a snapshot in time of a young player’s development. This report is NOT a NBA mock draft type of rankings. It is geared toward analyzing HS players as COLLEGE prospects – synthesizing current talent/skills and production with a player’s long-term potential or upside.
For purposes of this report, the term “SoCal” refers to the geographical area that starts with Fresno to the North and extends East to the Nevada and Arizona borders as well as to the Mexican border to the South. An area with a population of roughly 20 million people.
With that prelude out of the way, the NBN Magazine releases our summer Top 30 Southern California rising junior (class of 2028) players.
Top 30 Southern California Prospects (2028)
1. Yann Kamigate 7’0” C St. Francis (La Canada CA)
After transferring in from the East Coast last season, the Burkina Faso native had to sit out his HS sophomore season due to CIF transfer eligibility rules. Seeing him in action my first time with Compton Magic 17u at the Nothing But Net Spring Showcase in Phoenix AZ last April against high level prep school competition that included the likes of Bella Vista Prep/AZ, it was obvious the Yann had a terrific combination of size/length, ultra-athleticism, mobility, skill and feel that is rare in big men that young. Kamigate finishes at the rim with the kind of authority reminiscent of a young Amar’e Stoudemire and is a monster on the boards and as a rim-protector. Yann averaged 13.5 ppg for Compton Magic this Spring/Summer and led the adidas 17u 3SSB in both rebounds (9.5 per game) and blocks (3.2 per game). Kamigate’s play and impact did not go unnoticed and as I predicted back in April, he quickly rose as a prime contender to the #1 spot in 2028. Kamigate is now ranked #1 nationally by 247 Sports, #1 by ESPN and #4 by Rivals/On3 with offers already from the likes of Arizona, Duke, Kansas, UCLA, Kentucky, Michigan, Arkansas, Texas, North Carolina, Indiana, Alabama, Louisville, Baylor, BYU, USC, Washington and Vanderbilt. Was also impressive at the NBPA Top 100 Camp (averaging 14.3 ppg while shooting 70% FG and was tied for #1 in the camp rebounds at 9.3 rpg).
2. Shalen Sheppard 6’8” CF Crossroads (Santa Monica CA)
Multi-dimensional forward has the versatility to play a variety of positions on the floor. Skilled but unselfish on the offensive end, Sheppard plays winning basketball and is a willing facilitator for teammates. Playing for Vegas Elite 16u on the Nike EYBL this year, Shalen averaged 16.5 points, 6.7 boards and 2.4 assists per game on 52.4% FG. Shalen is currently slotted nationally at #14 by 247Sports, #16 by Rivals Industry and #28 by ESPN. Texas, UConn, Oregon, USC, Stanford, Missouri, Miami FL, West Virginia, Washington, Florida State and Creighton are among the many schools that have offered to date. Shalen was a member of the USA Basketball U16 FIBA AmeriCup gold medal championship squad in 2025 and was MVP of the Pangos Best of SoCal League as a freshman in 2025.
3. JJ Sati-Grier 6’0” PG Sierra Canyon (Chatsworth CA)
Pure PG with tremendous feel and IQ can really playmake for himself and teammates. Sati-Grier was very impressive at last June’s Pangos All-American Camp where his terrific passing skills were on display all camp long (his 6.0 assists per game was tied for #1 in camp). Played very well for Team Why Not 16u at Nike EYBL – averaging 18.6 points per game and was #3 in assists there (6.5 per game). Very good on-ball defender was also Top 10 at Nike EYBL 16u in steals (2.5 per game) and shot 41.7% from the 3-point arc. JJ currently finds himself ranked #26 by ESPN, #43 by Rivals Industry and #47 by 247 Sports. North Carolina native has offers from UCLA, Indiana, Kansas and USC. Reminds me of a young Jacque Vaughn with his innate ability to quarterback a team.
4. Houston Rolle 6’6” WF Sierra Canyon (Chatsworth CA)
Smooth as silk swingman with a polished jump shot and great feel on the floor is a blue-chip prospect on the real rise. Houston can create his own shot off the bounce and is a rangy defender. Heritage Christian/Northridge CA transfer averaged 18.6 points (57.8% FG), 6.5 boards and 2.3 assists per game playing for Team Why Not 16u in the Nike EYBL. Nationally ranked #49 by 247Sports and #60 by ESPN. Rolle has offers from Kansas, USC, Missouri, Alabama, Washington, West Virginia and New Mexico. Played well at the Mamba Invitational in Downtown Los Angeles and was invited to the Paolo Banchero Elite HS Camp in Seattle WA. Houston’s dad Hewit Rolle played for Cal State Northridge. Veteran national scout and Basketball Writers Hall of Famer Frank Burlison compared him to a young Paul Pierce.
5. Owen Eteuati-Edwards 6’8” PF Arcadia (CA)
There may be others on this list below Owen currently with more athleticism and upside but few have the consistent motor, production and versatility he possesses. Owen’s versatility was on display at the 2026 Nike EYBL 16u division (playing for NW Rotary) averaging 12.1 points, 7.1 boards and 2.8 assists per game. Father Frankie Edwards played for the legendary coach Bill Odell at Long Beach Millikan (Bill would later go on to Azusa Pacific where he posted a 454–112 won-loss record and .802 winning percentage over 16 seasons) and for Seth Greenberg at Long Beach State (now an ESPN College Basketball analyst). Nationally ranked #74 by On3/Rivals and #98 by 247Sports, Owen (a USA Basketball Junior Men’s National Team Camp invitee) has offers from UCLA, Oregon, Missouri, Utah and Oregon State. Owen averaged 25.2 points and 9.3 rebounds per game at last March’s Pangos Best of SoCal League and was named league co-MVP. 2026 Pangos All-American Camp invitee has great attitude and work-ethic.
6. Jordan Mize 6’5” WF Sierra Canyon (Chatsworth)
Swiss-army knife swingman is swift in transition and a dangerous slashing scorer. Mize was Northwest Rotary’s 16u leading scorer at the recent Nike EYBL averaging 16.9 points per game but needs to continue to refine his perimeter shooting (only shot 22.9% from the 3-point arc there). Nationally ranked #14 by ESPN, #22 by 247 Sports Composite and #50 by On3/Rivals. Jordan has offers from the likes of Kansas, LSU, Alabama, UCLA, Gonzaga, Creighton, USC, Tennessee, Washington, TCU and Utah.
7. Josh Lowery 6’5” CG Sierra Canyon (Chatsworth)
Big and versatile lead guard has been heralded by national scouting outlets for awhile now. Compton Magic Elite prospect comes in at #16 On3/Rivals, #22 by 247Sports Composite and #33 on ESPN. Josh forms a stellar backcourt at Sierra Canyon with SoCal’s #1 PG JJ Sati-Grier. Lowery has offers from high major programs like Alabama, Houston, Michigan, USC, SMU, Stanford, Texas, Washington, Vanderbilt and Providence.
8. Jakobi Oware 6’7″ WF St. Pius-Matthias (Downey CA)
Athletic and well-built WF with nice length and skill set needs to be more consistent in his production but the talent and HM upside is there to be recruited coast to coast. Jakobi is just scratching the surface of his vast potential as he played on the HS varsity for the first time last season. Ranked #65 by 247Sports and #66 by Rivals Industry, Oware just unofficially visited UCLA recently and has offers from Georgia, TCU, SMU, Creighton, Texas A&M, Utah, UNLV, New Mexico and UC-Santa Barbara. Like his older brother 6-10 Jonas Oware (now a Yale freshman), Jakobi is a fantastic student (4.3 GPA). Mother Janet Hund played basketball at Wichita State.
9. Ryan Doane 6’9” PF Mater Dei (Santa Ana CA)
Doane is an agile PF with nice face-up shooting ability that extends to 3-point line. Next step in his development to get more physical inside and do more damage offensively on the block. JSerra/San Juan Capistrano CA transfer is currently ranked nationally #79 by 247Sports and #90 by On3/Rivals with offers from Stanford, SMU, New Mexico, High Point and Wisconsin-Green Bay, Very good student (3.7 GPA) will be a key factor in Mater Dei’s resurgence to SoCal prominence.
10. Devin Mitchell 6’4” WG Etiwanda (CA)
Athletic WG is shifty off the bounce and has ability to finish at the rim with authority as well as create space in rhythm to knock down mid-range shots. Good rebounder can snatch a ball off the glass and push rock coast to coast. Nationally ranked #63 On3/Rivals and #72 by 247Sports. 2026 Baseline League co-MVP has offers from Texas A&M, TCU, Grand Canyon and Oregon State.
11. Noah Zeola 6’2” CG Orange Lutheran (Orange CA)
Zeola is one of the most underrated junior prospects in the West and nation. Well-known as one of California’s best shooters, Noah is rapidly evolving into an impressive playmaker that consistently beats defenders off the bounce to either finish easily at the rim or makes the right play when he drives and kicks to teammates for open looks. Leading soph scorer in Trinity League as well as among all CIF-SS Open and DI sophs last season (16.7 ppg – based on MaxPreps), Noah’s signature regular season efforts included a 28 point (5/9 threes) outburst in a Win over Austin Prep/TX and 24 points (5/8 3FG) on the road at Trinity League champ Santa Margarita (led by the D1 trio of Kaiden Bailey/Georgia Tech, Drew Anderson/Stanford and Brayden Kyman/Washington State). Noah proved he could play with and against elite HM talent at last June’s Pangos All-American Camp, complimenting camp co-MVPs Lewis Uvwo and Micah Gordan on Team Harden en route to the camp’s team title (6-0 record) – earning a spot in the camp’s Top 60 Game (posting 8 points on 3/4 FG and 2/3 3FG to go along with 3 assists/0 turnovers in 14+ min of action). His signature camp game was an 18 point effort (7/9 FG; 4/6 3FG). Zeola has early offers from UC-Santa Barbara, High Point, Pepperdine and Cal State Northridge. Patterns his game after former Oregon and current Boston Celtics PG Payton Pritchard.
12. Isaiah Williamson 6’5” WG Mater Dei (Santa Ana CA)
Strong and creative lefty wing scorer can find the hoop in a variety of ways. Williamson had a break-out soph season in 2025-26 – averaging 18 ppg and earning Sunset League 1st team honors. Has an early Long Beach State offer with interest from San Diego State, UNLV, UC-Irvine, UC Santa Barbara and San Diego. Isaiah’s signature game last season was a 36 point explosion versus Centennial/Corona CA. Los Alamitos (CA) transfer is the brother of UNLV guard Isaac Williamson. 2026 Pangos All-American Camp invitee and Pangos Best of SoCal League All-Star selection.
13. Aiden Shaw 6’1″ PG Bishop Amat (La Puente CA)
Quick and crafty point averaged 21.6 point per game last season – sparking Bishop Amat to a 28-6 record and a 2026 CIF-SS Division II championship (beating Hesperia 71-48 in the Final and scoring 20 points (9/11 FG) along with 4 assists, 3 blocks and 5 steals. That impressive 2025-26 season performance earned Shaw the nod as veteran scout Frank Burlison’s SoCal Soph of the Year. Reportedly had 40 points (8 threes) versus Dixie/UT at this past June’s Nevada Live Invitational.
14. Ethan Hill 6’7” PF Brentwood (Los Angeles CA)
Strong and burley PF knows how to maneuver on the block. 2026 Gold Coast MVP averaged 20.1 points and 10.7 boards for Brentwood this past season. Hill also averaged 7.5 points (64% FG) and 5.6 rebounds per game at this year’s Nike EYBL 16u division for the Oakland Soldiers. Hill had a 33 point/15 board game for Brentwood at last June’s Section 7 in Phoenix AZ. Schools in the mix include Nevada, Rutgers, USC, New Mexico, TCU, UNLV, SMU Ole Miss, Cal and San Francisco.
15. Jayden Robinson 6’3” CG Sierra Canyon (Chatsworth CA)
DNA Prep (Chatsworth CA) transfer is a long and rangy combo-guard that can score but needs to get stronger and add weight/strength. Robinson has reported offers from UNLV, Washington, Tulsa, Nevada and Grand Canyon. Dad Frank Robinson is the head coach at DNA Prep and played at Cal State Fullerton and overseas. Talented lead guard with nice upside is worth tracking in this class.
16. Oumar Dabo 6’8″ PF San Gabriel Academy (San Gabriel CA)
Strong and physical presence inside is a rugged rebounder that can finish on the block. Dabo’s is getting interest from the likes Washington, SMU, Texas Tech, San Diego State, High Point, Santa Clara, UC-San Diego and San Diego. Oumar is currently underrated nationally with a #181 ranking by Rivals Industry composite.
17. RJ Ball 6’3″ PG Beverly Hills (CA)
One of the most improved lead guards in SoCal, RJ is a quick and elusive ballhandler that can score off the bounce as well as spot up from deep. Very good student’s (3.4 GPA) early offers include SMU, San Diego and Grand Canyon. Nationally ranked #142 by On3/Rivals and #156 by the 247Sports Composite. Ball had briefly transferred to Brentwood/Los Angeles CA earlier this summer (playing in Section 7 with them) before returning back to Beverly Hills. 2026 Pangos Best of SoCal League All-Star selection has immense potential to rise up higher on this list.
18. Kainoa Patton 6’4” WG Centennial (Corona CA)
Athletic power wing with range to the 3-point range averaged 9.6 ppg at the Nike EYBL 16u Division (playing for Team Why Not 16u). High Point, Loyola Marymount, UNLV, Cal Baptist and UC-Riverside are among the schools showing interest for this very good student (3.6 GPA). Filipino-American player has been on our radar since the 8th grade.
19. Zion Lanier 6’3” WG Notre Dame (Sherman Oaks CA)
Athletic off-guard with impressive bounce at the rim and respectable range on jump shot. Cal, Long Beach State and UC-Riverside are among the schools involved with this good student (3.3 GPA). Has the talent and athleticism to move up these rankings with a strong junior season.
20. Van Moczydlowsky 6’4” WG Crossroads (Santa Monica CA)
Sharpshooting lefty can also hurt you with his mid-range jump shot as well. Very good student (3.5 GPA) and 2026 Pangos Best of SoCal League All-Star selection has reported offers from Virginia and UC-Santa Barbara.
21. Anthony Smith 6’4” CG Clovis (CA)
Fast rising Fresno area prospect led Clovis to CIF-Cenral Section DII title – defeating Atascadero 68–47 (the program’s first section championship in decades). Anthony also had a solid summer with Lake Show on adidas 3SSB circuit – averaging 10.0 points, 3.1 boards and 2.7 assists. Led Clovis in scoring (28 ppg) at this past June’s Cali-Live in Rocklin CA. Anthony has a recent offer from Weber State.
22. Carter Parker 6’4″ WG Vasquez (Acton CA)
High Desert prospect is one of the most underrated wings in SoCal’s junior class. Slender lefty can really tingle the twine from beyond the 3-point arc when he gets it going and is rapidly evolving into a blossoming athlete and good defender. Very good student (3.7 GPA) has an early offer from South Dakota. Pangos All-American Camp invitee held his own in Las Vegas and was also impressive at the Pangos Premier 80 in July where his signature game was a 21 point affair (7/11 FG; 5/7 3FG). Carter led his Vasquez HS squad to their best ever record (28-7) last season – eventually losing in the CIF Division V Semi-Finals to Serra/Gardena CA and advanced to the CIF-State playoffs where they won the first two state playoff games in school history.
23. Noah Grossman 6’4” WG Crossroads (Santa Monica CA)
Bishop Gorman/Las Vegas NV transfer is smooth pushing the ball in transition and can burst to finish above the rim if you give him a step as well. Very good student (3.7 GPA) can also dial from deep beyond the 3-point line. Grossman has heard from Loyola Marymount, Utah Tech, New Mexico State, UW-Green Bay, Long Beach State and Northern Arizona.
24. Chace Patterson 6’3″ CG St. John Bosco (Bellflower CA)
Crafty lead guard has waited his turn for 2 years and now it’s his time to play a more prominent role in Matt Dunn’s SJB backcourt. Good student (3.5 GPA) has high basketball IQ and instincts and is an opportunistic scorer. Father is former UCLA/Tennessee forward 6-8 Andre Patterson.
25. Hank Baskett IV 6’3” WG Oaks Christian Westlake Village (CA)
Strong and active wing always seems in motion and has a propensity to get shit done! Dad Hank Baskett III played WR at New Mexico and in NFL (Eagles, Vikings and Colts). Very good student (3.53 GPA). Hank averaged 19 points and 8 boards in his 2 games at the Pangos Premier 80 back in July. Early offers include Idaho State and Alabama State.
26. Chris Davis 6’4” WG Redondo Union (Redondo Beach CA)
Up and coming guard can push the rock in transition and is a very good defender. Haven’t seen him as much as other local scouts but will definitely monitor him more closely this upcoming HS season as he projects to play a bigger role for Reggie Morris at Redondo in 2026-27.
27. Luke Paulus 6’2” PG St. Francis (La Canada CA)
Nephew of former Duke PG and Syracuse QB Greg Paulus (now the head basketball coach at Niagara) has very nice shooting touch and basketball IQ. Terrific student (4.0 GPA and member of the National Honor Society) will play a key role for Todd Wilson this season as St. Francis looks to make noise with the best front line in California HS basketball – twin towers 7-0 Yann Kamagate and 7-3 Cherif Millogo.
28. Karter Butler 6’2” PG Centennial (Corona CA)
Playmaking point with great court vision and pin-point passing skills. Butler looks to be the catalyst for Coach Josh Giles’ high-powered offensive attack this upcoming season. Very good student (3.6 GPA) is receiving interest from Montana State, Montana, Fresno State, Oral Roberts and UC-Riverside.
29. Ayodele Balogun 6’7” PF Arcadia (CA)
San Gabriel Valley sleeper PF with plenty of promise is one to keep an eye on in this class. Ayoldele has an early offer from Tennessee Tech.
30. Kevin Keshishyan 6’7” WF Frohlich Prep (Rancho Cucamonga CA)
Skilled swingman with length and excellent grades (3.9 GPA) is hearing from the likes of Stanford, UC-San Diego and Oregon State.

*A note about the author of these rankings: Dinos Trigonis has been the Editor-in-Chief and Publisher of the Fullcourt Press web site and scouting service as well as an event operator, basketball coach and skills instructor since 1993. Dinos played varsity basketball at Long Beach Wilson High School under coach Jim Ferguson (Long Beach City College PG coached by Lute Olson/TCU/Chicago Bulls 5th Round Draft Pick) and is a graduate of Long Beach State (BA – Political Science) and Temple Law School (Juris Doctorate). In addition, Dinos has worked as the West Coast editor for Clark Francis’ Hoop Scoop and has served as a voting member of the Student Sports Mr. Basketball USA Tracker, Press-Telegram “Best in the West” and SLAM Magazine All-American team balloting and as a coach at the Nike All-American Camp (1996 & 1997). In 2012, Dinos launched a new national online high school basketball magazine – Nothing But Net Magazine (www.nbnmagazine.com) where he currently serves as its Editor-in-Chief. Trigonis was recently inducted into the SoCal Basketball Hall of Fame (Class of 2026).
